A belief in freedom of expression against acts of war or aggression in the world. However, this belief of freedom of expression only serves to fit U.S. principles. Wilson, coming from a democratic country was a big believer in public opinions, however the same does not apply for Europe. During this time period, countries in Europe weren't democratic so citizens could not fully express themselves. Aggressive government during this time period had large public support because it had a strong energy and uplifting sensation. Secondly, not everyone had the same opinion because each had a different environment, and political system so world public opinion did not speak in one clear voice. The opposing views made it hard for countries to agree on certain terms which might harm one but benefit another.

Another way of ensuring peace and balance in the world is through disarmament. Disarmament is the method that reduces arms and prevent a country from getting too strong militarily. One of major causes of World War 1 was the Arms Race in which, countries compete against one another to strengthen and build the best military power. However, Disarmament failed because it proved to be very vague in details about enforcing and regulating. The level of limitation of arms only allowing for enough for defense is unclear as to the degree of limitation. Secondly, there was no international officials to regulate and keep in check the military quotas of each nations. Hence, disarmament failed to impose any effects on reducing arms.
The Use of Sanctions -
Method that uses trade to stop aggressive force. The initial
plan was to institute a sanction to weaken the aggressive power's economy and
strangle it's ability to receive supplies and resources for war efforts. In
doing so, the country will not have the necessity needed to maintain a war.
However, this policy proved to be ineffective as well because of the absence of
the U.S.. Even if this method was successfully carried out by the European
nations, the U.S. was not restricted in terms of trade. Furthermore, not all
countries were willing to risk their economy for the cause so it was
ineffective in terms of strangling the aggressor.

Planning on creating an international League of Nations Military to stop aggressive force. " The attack of one state is an attack on ALL states.
