The Council - Within the League Assembly was the council which had power. The council was consisted of Britain, France, Italy, and Japan.
Commissions and Mandates - They dealt with particular issues and problems. They mainly focused on disarmament and the running of "mandates" of German and Turkish colonies.

Because the League was mostly controlled by the assembly which consisted of France and Britain, nothing was getting done. Britain and France had opposing views and neither were willing to come to a compromise about many things. Furthermore, the League decision was to based on an unanimous agreement. If the U.S. was to join the League, it could serve as a middle ground for both Britain and France, thus more woud be resolved.
